Michael Frendo is one of Malta’s most distinguished legal and political figures, with a career spanning over four decades across public service, law, academia, and international diplomacy. He served as Speaker of the Parliament of Malta between 2010 and 2013 and previously held the role of Malta’s Minister of Foreign Affairs from 2004 to 2008. During his 26 years as a Member of Parliament, from 1987 to 2013, he also served in several key ministerial positions, including Minister of Telecommunications, Transport and Technology, and Minister for Broadcasting, Culture, Youth and Sport.
At the European level, Michael was a member of the European Convention on the Future of Europe and was among the signatories to the Treaty of Lisbon, further cementing his contribution to the development of European institutions and governance.
Alongside his political career, Michael has maintained a highly respected legal and academic practice. Admitted to the Maltese bar in 1978, he practised extensively for over two decades in European Union law, communications law, corporate law, and gaming law. He is a Senior Lecturer at the Faculty of Laws at the University of Malta, where he currently coordinates the Gaming Law course. Michael graduated as Doctor of Laws from the University of Malta in 1977 and later obtained a Master’s degree in European Legal Studies from the University of Exeter in 1984.
A prolific author and commentator, Michael has written extensively on law, politics, governance, and diplomacy through numerous books and published articles. He currently serves as Vice President of the European Commission for Democracy through Law of the Council of Europe, an internationally respected advisory body on constitutional matters, democracy, human rights, good governance, and the rule of law.

Luke began his career with Deutsche Bank, working in both London and Hong Kong within the Risk division during two of the most challenging periods in modern financial history - the global financial crisis of 2008/2009 and the European sovereign debt crisis of 2011. During this time, he specialised in credit risk, focusing on European financial institutions, supranational organisations, and Southern European sovereign exposures, gaining extensive experience in complex financial and regulatory environments.
Luke graduated with a Doctorate in Laws from the University of Malta, where his thesis focused on the “Regulation of Risk in Banking”, reflecting his longstanding interest in financial regulation, governance, and international business structures. He also holds an MSc in International Business Management from Royal Holloway, University of London. Luke was admitted to the Maltese bar in 2013.
Today, Luke drives the strategic direction and growth of Frendo Advisory, where he works closely with an international client base comprised primarily of ultra-high net worth individuals and families from the United States, Asia, and the Middle East. He advises clients on complex cross-border matters, investment migration, and relocation strategies, and is known for combining technical expertise with a highly commercial and pragmatic approach. Under his leadership, the firm has built a strong reputation for delivering bespoke solutions and trusted long-term advisory relationships to internationally mobile families and entrepreneurs.
Luke’s expertise and standing in the private client industry have been consistently recognised through his inclusion as “Best in Breed” in the Spears 500 rankings from 2021 through 2025, a leading annual publication profiling the top advisers and professionals serving private clients in the UK and internationally.
In addition to his role at Frendo Advisory, Luke served on the board of a global technology company for several years until it was acquired by Blackstone in a transaction valued at $3 billion.

Kasia is the Head of Immigration, overseeing the operational efficiency and overall performance of the immigration team. With more than a decade of experience in immigration and international mobility, she has advised ultra-high net worth individuals and families from across the globe on complex residency and citizenship matters.
Her expertise spans investment migration, residency and bespoke immigration solutions, including citizenship by merit, tailored to the personal, business, and lifestyle objectives of high-net-worth clients. Throughout her career, Kasia has worked closely with entrepreneurs, family offices, investors, and internationally mobile families, guiding them through intricate regulatory frameworks with discretion, efficiency, and a highly personalised approach.
Known for her client-centric mindset and attention to detail, Kasia has built a reputation for delivering seamless immigration solutions while maintaining the highest standards of professionalism and confidentiality. Clare is the Deputy Head of Immigration at Frendo Advisory and has over a decade of experience advising international clients on residency and citizenship matters. She graduated with a degree in European Studies from the University of Malta and has developed extensive expertise in investment migration and Maltese immigration pathways.
Clare has been involved in the Malta Individual Investor Programme since its inception and has successfully guided numerous individuals and families through the process of obtaining Maltese citizenship. Over the years, she has built significant experience managing complex applications for internationally mobile clients, ensuring a seamless and highly personalised approach throughout every stage of the process.
In addition to Maltese citizenship matters, Clare has extensive experience advising clients on Maltese residence programmes and broader relocation solutions available within the jurisdiction. She has also worked on applications under the Citizenship-by-Investment Programme of Saint Kitts and Nevis, further strengthening her expertise across the global investment migration sector.

Song heads up the Asia Immigration desk at Frendo Advisory, where she works closely with mainland Chinese and Mandarin-speaking clients on a wide range of immigration and relocation matters. Originally from China, Song has been residing in Malta for over twenty years, giving her a deep understanding of both Chinese and Maltese culture, business practices, and client expectations.
Having joined Frendo Advisory in 2018, Song has extensive experience working with international clients and cross-cultural business environments. Her background and multilingual capabilities have enabled her to build strong relationships with clients and provide highly personalised support throughout the immigration and relocation process.
Song primarily advises clients and families from mainland China and the wider Mandarin-speaking community on residency and citizenship pathways, assisting them through every stage of the application process. She has extensive experience with Maltese residence and citizenship pathways and is known for her client-focused approach and ability to guide clients through complex procedures with clarity and efficiency.
